IGNOU MMPP 1 Project Synopsis: Format, Proforma and Approval
The IGNOU MMPP 1 project synopsis is the project proposal for MMPP-001, sent to the Regional Director of the learner’s own Regional Centre. It travels as three documents in one envelope: the synopsis itself, the signed Proforma for Approval of Project Proposal, and the guide’s signed bio-data. Project work may begin only after written approval arrives.

What is the MMPP-001 project synopsis?
The MMPP-001 project synopsis is the project proposal an IGNOU MBA learner submits before starting project work. The official MMPP-001 project guidelines, published by the School of Management Studies, state that approval of the synopsis is necessary and that only on approval may the project work actually be taken up. The synopsis must be original work by the student and is prepared in consultation with the guide after the topic is settled. It has five prescribed parts: Introduction, Rationale, Objectives, Research Methodology and Limitations. It does not travel alone. The completed Proforma for Approval of Project Proposal (MMPP-001), signed and dated by both the student and the supervisor, and the supervisor’s signed bio-data must be enclosed with it. A proposal incomplete in any respect is not accepted.
That last sentence is the one that decides most outcomes. The synopsis is judged as a package, not as a piece of writing, and the two attachments are checked before the argument is read.

The question everyone asks first
How long should the IGNOU MMPP 1 project synopsis be?
The official MMPP-001 project guidelines do not state a page count or a word count for the synopsis. They prescribe five parts and describe what each must contain, and they stop there. Contrast this with the project report, where the same document is precise: about 50 to 60 double-spaced typed pages, not exceeding approximately 18,000 words, excluding appendices and exhibits.
The figures circulating online, whether five to ten pages, eight to ten pages or roughly 1,500 words, are not in the document. Some come from other IGNOU programmes, which do set proposal lengths. Others are simply repeated between sites. None of them will be applied against a learner as an IGNOU rule, and none of them will save a proposal that is missing a signature.
What to do instead of chasing a page count
Let the five prescribed parts set the length. A methodology section that names the research design, the data source, the sample and sampling technique with a rationale, the tools, the collection method and the statistical tools cannot be written in three lines. An Introduction that gives brief background does not need three pages. Write each part until it is complete, then stop. If a Regional Centre or a guide states a preferred length, follow that instruction, because it is a local requirement rather than a national one.
The form itself
How to fill the Proforma for Approval of Project Proposal (MMPP-001)
The proforma is a single page issued by IGNOU, Maidan Garhi, New Delhi 110068. Most synopsis guidance skips over it entirely, which is why it is a common point of failure. Here is what it actually asks for.

Two fields learners fill carelessly
The first is the address block. It is not a formality: the form labels it as the address where the synopsis is to be sent, meaning the written approval or non-approval travels there. A learner who has moved since admission, or who enters a hostel address they have since left, will not see the evaluator’s comments and will assume the Regional Centre never replied.
The second is the title. It is filled early, when the study is still an idea, and then the research clarifies things and the title tightens. BK Sahni, who has guided 5,00,000 students till date, notes that a title reworded quietly between approval and submission is the most avoidable loss in MMPP-001, because the guidelines state plainly that no changes can be made to the approved title while submitting the final report. Get the title to its final shape before the proforma is signed, not after.

What must the MMPP-001 synopsis contain?
Five parts, in the order the guidelines set out.
- Introduction. A brief background about the subject chosen for study.
- Rationale. Why this particular topic has been chosen for the project work.
- Objectives. Described in the guidelines as the most important aspect of any project.
- Research Methodology. Design, data, sample, tools, collection method and analysis.
- Limitations of the proposed project, if any.
How should MMPP-001 objectives be written?
The guidelines set one constraint that most rejected proposals breach: objectives must be expressed in a neutral manner, without any implicit assumption about the findings of the research. They then print a sample block built on four opening stems, to study, to explore, to analyse and to investigate. Each of those describes an enquiry. A verb of proof has already decided the answer.

What must the methodology state at proposal stage?
The guidelines list six things, and they are checked as a set: the research design; the nature and source of the data or information to be collected; the sample and sampling technique, with a rationale for both the chosen organisation and the sample; the tools and techniques for data collection, with details of the questionnaire and its relevance to the objectives; the methods to be used for collection; and data handling and analysis, including the statistical tools and their relevance to the objectives.
The phrase relevance to the objectives appears twice in that list. That is the test. A proposal naming a sample size with no population behind it, or pairing perception-based objectives with a purely documentary method, fails on the guidelines’ own terms rather than on the evaluator’s taste.
Sending it
Where and when is the MMPP 1 synopsis submitted?
Submission and evaluation of the MMPP-001 synopsis was decentralised to Regional Centres by a Regional Services Division notification dated 22 September 2022. Before that, proposals were routed centrally. Guidance still circulating that tells learners to send the synopsis to the School of Management Studies or to IGNOU headquarters predates that change.
ODL learners of MBA, MBAFM, MBAHM, MBAMM, MBAOM and MBF send it to the Regional Director of their own Regional Centre. Several Regional Centres accept it by post, in person, or by email at the Regional Centre address listed under the regional network section of ignou.ac.in, and some ask learners to attach a copy of the IGNOU learner ID card. MBA (Online) learners submit through the LMS Portal. Send one copy only, mark MMPP-001 prominently on the envelope, and keep a copy of everything.
The six-month rule
The synopsis may be sent throughout the year, but only after registration for MMPP-001, so that at least eight to nine months remain to complete the work before the fourth semester expires. The guidelines add a hard consequence: where a proposal reaches the Regional Centre more than six months after registration for MMPP-001, the Regional Centre states it will not be responsible for the timely disposal of that proposal. Learners in that position are likely to miss the report submission timeline. Sending an early proposal beats sending a polished late one.

What happens after the MMPP-001 synopsis is submitted?
A proposal complete in all respects is accepted at the Regional Centre and given a Project Proposal Number, unique to the learner, used for all further correspondence. Written communication about approval or non-approval follows within two to three months of receipt. Project work may begin only once that written approval is in hand.
The returned proforma carries two decisions, side by side. One box marks the Synopsis as Approved or Not Approved. A separate box marks the Supervisor. The Regional Director or Assistant Regional Director counter-signs, and the evaluator’s comments sit in the box alongside. The first thing to do with a returned proforma is read which box was ticked, because the two outcomes have completely different routes back.
- Synopsis not approved. Reformulate against the evaluator’s comments and resubmit, carrying four things: a fresh Project Proposal Proforma, a copy of the rejected proposal, the proforma bearing the evaluator’s comments, and the Project Proposal Number already allotted.
- Supervisor not approved. This cannot be revised. The learner finds a new guide and files the whole proposal again on a new proforma with the new guide’s signature. The guidelines state it will be considered a new proposal.
- Voluntary change of guide. Treated the same way. A new proforma, a new signature, a new proposal.
What goes wrong
Why MMPP-001 synopses come back
- A missing or unsigned attachment. The proforma without both dated signatures, or bio-data that is not signed in original, means the proposal is not entertained at all.
- A supervisor outside the four eligibility categories. This restarts the proposal rather than amending it.
- Objectives written as conclusions. The neutrality rule is explicit, and this is the most common reformulation.
- A methodology that cannot answer the objectives. Tools and sample must tie back to what the objectives ask.
- A topic that fits none of the three permitted study types. Case study, inter-organisational study, or field study. There is no fourth shape.
- An approval held on a superseded enrolment number. Where a synopsis was approved under an earlier enrolment number and re-admission has since been taken, approval must be sought afresh on the new number, or the project report may not be accepted.
- A proposal sent more than six months after registration. Timely disposal is no longer assured.

Can the MMPP-001 synopsis be submitted by email?
Several Regional Centres accept it by email, and the official guidelines themselves say the project proposal can be forwarded to the concerned Regional Centre, with the email addresses of all Regional Centres listed under the regional network section of ignou.ac.in. Practice varies by centre, so confirm with your own Regional Centre before emailing. Note that the email route applies to the synopsis; project reports sent by email are separately stated not to be considered for evaluation.
Is a guide bio-data always needed with the MMPP-001 synopsis?
The guidelines say bio-data is not required where the supervisor is an approved Academic Counsellor of the Management Programme. The footer of the proforma, in the same official document, says the proposal will not be entertained if the complete and signed bio-data of the supervisor is not enclosed. Where a Regional Centre applies the proforma wording strictly, a counsellor-guided proposal can be returned for a document the guidelines called unnecessary. Attaching it anyway costs one page.
Is there an official MMPP-001 synopsis sample PDF?
IGNOU publishes the project guidelines and the blank proforma. It does not publish a completed model synopsis or a bank of approved topics. A file circulating as an official MMPP-001 synopsis sample is normally another learner’s submitted proposal, and the guidelines state the synopsis should be original work done by the student. Use the guidelines and the proforma as the format reference instead.
How much does the MMPP-001 synopsis cost to submit?
Nothing is payable at the proposal stage. The Rs. 500 project evaluation fee applies to the project report and is submitted along with the Term-End Examination form for the session in which the report is submitted. Separately, the University pays the project guide a token honorarium of Rs. 500, so a supervisor asking the learner for a private fee is operating outside the stated arrangement.
Can the topic be changed after the MMPP-001 synopsis is approved?
No. The guidelines state that the final project report must necessarily be on the title approved by the evaluator, and that no changes can be made while submitting the final report. A study that has genuinely outgrown its approved title needs a fresh proposal rather than a quiet rewording at report stage.
What if the Regional Centre does not reply about the synopsis?
The stated timeline is written communication within two to three months of the proposal reaching the Regional Centre. Several Regional Centres advise learners to follow up after a reasonable interval if nothing has been received, quoting the Project Proposal Number. Check first that the postal address entered on the proforma is current, since that is the address the decision is sent to.
